Logistics Management and Analysis:

Since our inception, Target Systems has been providing services to the government which run the gamut of consulting on logistics issues to maintenance and related systems improvements. We have built the company as “The Solutions People” because we have been able to work directly with customers to help determine their needs and requirements, and to help augment their teams with professionals whose skills and experience will give the the customer the best support towards their objectives. Logistics support entails coordination, planning, and execution of processes involving numerous, and at times disparate, stakeholders. Target Systems specializes in assisting our customers with defining their end state goals, and working with them to plan out and manage resources to meet these goals, whatever they may be. Financial Management:

Our experience with Financial Management supporting the government has primarily been working directly with the customer to help organize and lay out various models and information views regarding their management of budget and finances, and then assisting them on decision making as it applies towards their mission. We have assisted our customers in taking financial, operational, and strategic inputs and helped them to navigate procurement policies, procedures, and regulations of their specific organizations.

Program and Project Management:

Target Systems has an experienced, PMP certified cadre of program management professionals to handle any size project over its complete lifespan or to assist on an as-needed-basis. Standard program management practices are consistently followed. Very succinct project and financial planning is performed to ensure that the project is completed within budget and on-time.

Help Desk Services:

Target Systems has provided Help Desk services for several of our clients – with customized support for worldwide users of sophisticated applications. We provide users with assistance in Levels 1 – 2 ranging from User ID and password reset to software troubleshooting and issue resolution, with high levels of client satisfaction. These services are available for in-house developed software or for unique applications. Our support includes complete tracking of all help requests and problem resolution.

Government Purchase Card Support:

Our company is currently supporting the Department of the Navy (DON) Consolidated Card Management Program in charge of Navy Financial Charge Card Programs. This gives us detailed insight into the management of Government purchase cards and how they are administered from the back end. We perform services for the field to help them troubleshoot errors or issues with their cards, and we assist the government office who acts as the liason between the bank that issued the cards and the end users in the field.

Data Entry and Processing:

Far from being a routine, clerical job; Target Systems has many resources both past and present who have augmented government offices in the maintenance and upkeep of official government records and data residing in a host of systems and applications spread through the Federal government. Our resources are experts in their field so that they are not just entering or processing data, they are analyzing and ensuring that data is correct and makes sense in the context.

Policy Review and Development:

Target Systems has been assisting our customers in the creating, reviewing, and enhancing government directives and policy documents for many years. Our professional staff are subject matter experts in multiple disciplines, with prior experience from government, and also unique perspectives from private industry. We use our knowledge and experience to work directly with the customer on formulating policy for Echelon V to Echelon I organizations.

Technical and Procedural Training:

As a systems and applications developer, Target Systems is well versed in creating and presenting training materials and sessions to end users and other stakeholders. We routinely provide online or in-person training sessions to a variety of audiences using multiple tools. We have also provided procedural training and evaluations from a functional standpoint, where we have sent our subject matter experts into the field to evaluate training and readiness, and to provide assistance as needed.

Strategic Planning:

By engaging employees who have previous experience with both the military and government service, Target Systems is able to provide our government customers with experienced and knowledgeable consultation when it comes to strategic planning for their organization. Working on-site or remotely our staff are able to design, from beginning to end, different strategic pathways to meet desired goals and objectives. This analysis allows us to help flesh out multiple options, allowing management to make the best decisions possible for their organization.

System Review and Requirements Development:

A major advantage for Target Systems is to be experienced from both the user and developer perspectives. Our SMEs can understand and enunciate user requirements so that analysts and developers are better able to design systems meeting the customer goals. A useful and proficient system application must have the structure to focus on the user requirements. Proficiency in both requirements definition and systems development achieves that structure.

Business Process Analysis:

Related to system requirements development, Target Systems has supported many customers through the years in specifically reviewing their business processes and flows to help optimize efficiency, eliminate unnecessary choke points and single points of failure, and produce more accurate and timely results. We have professionals from many industries, most notably government and military, whose experience allows them to help customers examine their processes step-by-step to find the issues and develop solutions to address those issues.

Procurement Consulting:

Target Systems has been supporting the Navy, specifically the Naval Supply Systems Command (NAVSUP), since our inception. Our staff consists of many former Navy Supply Corps and procurement specialists, who have provided support and consultation to the government on procurement processes, both technical (in the form of systems) and procedural (on-site direct consulting support).

Cost Benefit Analysis:

A good Cost Benefit Analysis (CBA) provides objective terms that identify concrete Returns on Investment (ROI). Target Systems has provided experts who have performed complex CBAs for our government customers. This process has enabled managers to examine multiple options and recommendations to determine the optimal path to cost effectively meet objectives.

Receiving and Repackaging of Repairables:

Target Systems has direct experience in identifying, processing, packaging and shipping equipment repairables from the fleet. These equipments are sent to the manufacturer for evaluation, repair and eventual return as refurbished items to the Navy.

Target Systems has performed the Risk Management Framework C&A for many years. We do this as a Validator (auditor) and as a SME to enable the customer to develop testing and documentation that will achieve successful accreditation. We have CISSPs, Validators and testers on staff. We have been performing security assessment since the early implementation of the DITSCAP, which evolved to the DIACAP, and is now the RMF process. Target Systems is well regarded for our expertise and accomplishments in meeting the requirements of system accreditation.
